SADC Brigade Command Post Exercise

The Southern African Development Community (SADC) Standby Brigade held 2nd phase of the SADC Brigade Command Post Exercise (CPX) in Maputo, Mozambique from April 20 to 25, 2009. The exercise, codenamed “Exercise Golfinho” is meant to prepare military, police and civilian decision makers with the command, communication, control and the co-ordination aspects in preparation for the final Field Training Exercise (FTX) scheduled for September, 2009 in South Africa.

The SADC Brigade concept is part of the African Peace and Security Architecture, which is guided by the United Nations Peace keeping Framework. In terms of the African Union Peace Keeping Framework, the Regional Economic Blocks including SADC are required to establish regional Standby Brigades by 2009, as an ultimate goal to establishing the African Union Standby Force by 2010. This exercise has three phases; phase one was the Planning Phase, which was utilized to complete the tactical plans of the three components and took place in Angola in February 2009. Phase two is the Command Post Exercise in Progress in Maputo, Mozambique to test and integrate the plans made during the First Phase and to establish Headquarter procedures at the different levels, utilizing a Computer-based simulation system. The third Phase will be the Field Training Exercise to be held in South Africa during September 2009 The exercise was officially opened by the Minister for National Defence, of Mozambique Hon. Filipe Nyusi and also graced by the Head of the SADC Peace Support Mission and a representative of the Chair of Organ on Politics, Defence and Security His Excellency. Dr. Moses M. Dlamini. Hon. Nyusi commended the SADC Support mission for incorporating the three different components; especially the civilian component, which he said would assist civilians to have a better understanding of peacekeeping concept. The Head of the Peace Mission, His Excellency Dr. Moses Dlamini thanked the participating countries for the effective involvement in the exercise saying the exercise, was a big success and a step in the right direction in terms of our regional integration efforts. His Excellency Dr. Dlamini expressed gratitude to the government and the people of the Republic of Mozambique for the warm welcome accorded to the participants in the picturesque city of Maputo.
